The Federal Service for accreditation (Rosakkreditatsiya) is a federal executive authority performing the functions of the national authority of the Russian Federation for the accreditation of the formation of a unified national system of accreditation and monitoring of the activities of accredited persons, including the accreditation of certification bodies and testing laboratories (centers) legal entities and individual entrepreneurs on the right of work and (or) rendering of services in the field of measurement uniformity, control over the activities of accredited persons keeping registers of accredited persons, declarations of conformity, certificates of conformity, ensure the certification software and issuing certificates of conformity forms bodies.

History

The Federal Service for accreditation is a legal successor of the Federal Service for Veterinary and Phytosanitary Supervision in relation to the accreditation obligations in the established field of activities, including obligations arising from the execution of judgments.

The Federal Service for accreditation is the successor of the Ministry of Regional Development of the Russian Federation, Federal Agency of Communications, the Federal Agency for Technical Regulation and Metrology, Federal Service for Supervision of Consumer Rights Protection and Human Welfare and the Federal Agency for Railway Transport in relation to the accreditation obligations in the specified area activities, including obligations arising from the execution of judgments.

Aims and objectives of the reform of the national accreditation system

At the end of the last period of the technical regulation reform, initiated by the Federal Law of December 27, 2002 № 184-FZ "On Technical Regulation" (hereinafter - the Federal Law № 184-FZ), the Russian Federation adopted 24 technical regulations of which have entered into force on 14.

The principles on which was based the reform of technical regulation in the Russian Federation, as a basis for the formation of the Common Economic Space and the free movement of goods in the same territory of the Customs Union within the Eurasian Economic Community. November 18, 2010 signed an agreement on common principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation. Currently, work is underway on the formation of the Development Strategy single system of technical regulation, application of sanitary and phytosanitary measures of the Customs Union for 2011-2015. Priorities for further Russia's policy in the field of technical regulation system in the development of the Russian Federation, taking into account the commitments made in the framework of the integration of these entities should focus primarily on the following areas:
improving the system of accreditation;
improving systems for conformity assessment of products and processes, certification and declaration of products.

Decree of the Russian Federation dated October 12, 2010 № 1760-p approved the Concept of formation of a unified national system of accreditation in the Russian Federation (hereinafter - the accreditation concept) and the Action Plan for the formation of a unified national system of accreditation in the Russian Federation. Adopted by Presidential Decree of January 24, 2011 № 86 "On a unified national system of accreditation", providing formation of the Federal Service for accreditation.

In 2010, it entered into force adopted in December 2009 the Russian Federation Government Resolution № 982, according to which moved from certification declaring a significant amount of product that has allowed to enter the following relationship: the mandatory certification - 46% range of products, declaration of conformity - 54%.

In the short term, planned reduction of mandatory certification to 23% of the production (from among all the products subject to mandatory conformity assessment), reducing, thus, the list of products to be certified twice. It is also planned to form a consolidated list of products subject to mandatory conformity attestation in the Russian Federation, to avoid duplication of state registration and declaration of conformity, as well as the compulsory certification as forms of assessment (confirmation) of compliance, document certifying the (supporting) the safety of products (goods) in terms of compliance with mandatory requirements.

Another priority is to create a single centralized system of accounting and analysis of cases of harm to life or injury to the health of citizens, property of individuals or legal entities, state or municipal property, environment, life and animal and plant health, taking into account the severity of the damage due to violation of the mandatory requirements of the technical regulations and other mandatory requirements, not related to the field of technical regulation, as well as informing the purchasers, manufacturers and sellers of the situation in the field of compliance with such requirements.

This reform of the national accreditation system is impossible without other significant public sector reforms, the success of activities that are critical to achieving the goals of the Technical regulation reform:

  • Formation of the information society;
  • Decentralization and separation of powers between the Russian Federation, Russian Federation subjects and local authorities;
